Position Objective

Provide services as a Human Capital Program Support Specialist III in support of the overall functions of NASA’s Executive Services Division. The individual will provide expert guidance, advisory, staffing, technology, analytical and operational support for talent development, consulting and coaching services, project management, recruiting, classification, hiring, staffing, performance management, communication product development, data analysis and reporting, and other related services. The role requires understanding of Federal, NASA and industry talent‑management processes, interfaces and systems to enable HC services.

Personnel provided under this effort shall possess qualifications, experience and skill sets consistent with the requirements of this task order, including expertise in executive services program support, staffing, data analysis, reporting and human‑capital systems.

The individual shall provide best‑practice techniques and innovations from Government, the Federal HC community and industry, and work under the direction of Agency, OCHCO and Executive Services leadership.

Work may also be requested by Executive Resources Business Partners in coordination with Executive Services leadership. The work is varied and will evolve as the Agency’s Executive Service Corporate function evolves.

Duties and Responsibilities
  • Supporting ESBPs and Executive Service leadership in daily work and strategic planning.
  • Assisting with recruiting, classification, staffing, hiring and onboarding; creating hiring and staffing materials including position descriptions, organization charts and position overview information; providing classification services to assess and classify executive roles.
  • Executing processes and workflows to enable core hiring activities: submitting action requests, conducting classification analysis, running queries and reports, creating vacancy announcements and requisitions in staffing systems, analyzing and documenting applicant data (e.g., rating sheets, selection requests, superior qualifications determination and justification).
  • Developing and distributing communication and change‑management products and deliverables.
  • Providing analytic and data services and deliverables.
  • Assisting in information technology assessments, requirements development, and design and development in support of executive talent management.
  • Providing executive development, training, facilitation and organizational development support to grow NASA’s leaders, enhance team effectiveness and program execution.
  • Assisting throughout the performance management cycle by providing program support for data analysis and reporting, system administration and support, communication and presentation development (reports, infographics, PowerPoints, emails, memos), procedural documentation, and review of performance plans.
  • Providing research, reporting, analysis, documentation and advice on Federal and Agency Executive Resources policies, programs and requirements; supporting data requests by researching information and developing responses.
  • Leading or supporting initiatives or special projects upon request to improve the execution of NASA’s Executive Services Program.
  • Monitoring the OPM schedule progress for SES appointments, providing recommendations on scheduling problems and implementing accepted recommendations.
QualificationsBasic Qualifications
  • Graduate studies or master’s degree in a related field, or a bachelor’s degree with 2 years of experience, or a high school diploma or GED with at least 4 years of directly related experience.
  • Contractor must meet the position qualifications as described, and familiarity and experience with government or NASA IT systems is preferred, including but not limited to:

    • Human Resources Service Delivery (HRSD)/ServiceNow (SNOW)

  • Ability to communicate effectively, orally and in written form, with non‑technical and technical staff.
  • Detail‑oriented with strong organizational skills and ability to prioritize multiple tasks and projects.
Preferred Qualifications
  • Strong communication skills with both technical and non‑technical audiences.
  • Excellent organizational and prioritization skills.
