Job Summary

Provides management expertise and oversight in the operation, maintenance, and repair of the central utility plant (CUP). Manage CUP and supporting department’s workload activities and employees, provide guidance to the O&M team in the preventative maintenance, operations, engineering systems improvements, equipment replacement, utilities usage, and long‑term efficiency.

Primary Job Functions
  • Familiarity with applicable HVAC, OSHA, NFPA/ASME, and ANSI/NEMA codes and standards.
  • Demonstrated ability to direct, monitor, and oversee staff performing CUP operations, maintenance, and quality control.
  • Responsible for execution of all CUP operations and maintenance requirements at building 3028.
  • Effectively manage maintenance operations necessary to execute all scheduled and unscheduled maintenance events described in the project work scope with established regulatory requirements.
  • Responsible for assigning work orders and duties and reviewing all corrective and preventative maintenance for proper documentation.
  • Investigate equipment failures and issues to diagnose faulty operation and make recommendations to project manager, O&M team and FM staff.
  • Manage and supervise work orders to ensure timely, accurate, and effective completion.
  • Solicit bids for service contracts for maintenance work and oversee timely completion.
  • Serve as the preventative and corrective maintenance expert for the team to consult for guidance and direction.
  • Ensure conformance to contract requirements and review performance indicators to improve efficiency.
  • Analyze monthly actions to include labor, expenditures, overtime and collaborate with the management team on areas of improvement. Assist management team with communication between staff and the customer.
  • Ensure building files, drawings and maintenance records are kept up to date.
  • Perform frequent quality control inspections, initiate and document corrective and preventative actions in support of the QC program.
  • Plan, manage, direct, and motivate assigned personnel and long‑range activities, and ensure all programs and procedures are properly implemented.
  • Provide on‑the‑job and ongoing training for all maintenance employees.
  • Manage parts and materials needed for on‑time maintenance, coordinating requisitions with the Purchasing Department.
  • Prepare monthly reports and review service orders monthly to determine percent complete in order to invoice the government.
  • Perform over‑the‑shoulder inspections and help maintain a safe work environment.
Education, Experience, and Certification
  • Required: High School Diploma or equivalent.
  • Required: 3 years of experience in Central Utility Plant management and operations with at least 2 years of related technical training; or 5 years working in utility plants.
  • Preferred: Technical or trade certificates in related field.
Knowledge, Skills, and Abilities
  • Knowledge of the proper repair and maintenance requirements for medical facilities, grounds, and utilities.
  • Knowledgeable and skilled in the operation, repair and maintenance of HVAC, electrical, plumbing, mechanical, fire, and security systems.
  • Experienced with computer programs including all applications of Microsoft Office, CMMS, and BAS.
  • Demonstrated capability to work in a dynamic, fast‑paced environment; action oriented and able to handle multiple priorities at a time.
  • Effective oral and written communication skills; ability to read and understand blueprints.
  • Strong problem‑solving skills and experience in managing critical deadlines.
  • Familiar with applicable HVAC, OSHA, NFPA/ASME, and ANSI/NEMA codes.
