Summary About the Position: Serves as an Information Technologist Specialist performing work, independently or as a member of a team, in the design, development, testing, delivery, and support of information technology (IT) web-based applications, databases, and services. Responsibilities Manage a large amount of software procurements and license certifications for Engineering Division (EN Division). Designs and programs efficient and effective applications through optimal use of reusable components. Provide advice and guidance pertinent to corporate database IT equipment, software, current and potential applications, and the operation and maintenance of the system (s). Utilize Continuous Process Improvements (CPI) to create Hardware/Software QMS processes for procurement and delivery of hardware/software components. Conducts research to identify suitable laptop models that meet operational requirements and compatibility with existing systems. Provide staff assistance, advice, and guidance, and conducts broad and intensive studies both in the administrative and technical areas, concerning the use of the multiple database management systems and the most current technology available for use. Perform trouble-shooting efforts that occurs with the hardware/software and works closely with ACE-IT techs and chiefs to solve issues. Use MS Access and general database concepts to extract data from financial management software, Primavera, and MS Project, prepare queries, and generate reports. Collaborates with stakeholders to translate functional specifications into technical designs and robust applications. Conduct After-Action- Reviews (AARs) with each product implemented to ensure the customer’s expectations have been met. Work with customers and test applications, software and systems quality and functionality to ensure high reliability and optimal availability of the applications. Serve as a technical consultant to EN Division regarding design specifications for physical databases, use of high-level programming languages and report writers. Manage multiple Database Management Systems for EN Division. Installs new hardware or replaces malfunctioning components to restore full operational capacity. Specialized Experience For the GS-9: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which is defined as: 1) Providing software development and data system development support; 2) Implementing design changes in response to changes in customer functional requirements; 3) Analyzing and translating technical specifications into integrated systems for business processes; and 4) Technical proficiency in software development, data science, and/or data systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Specialized Experience For the GS-11: one year of specialized experience equivalent to the GS-09 grade level in the Federal service which is defined as: ) Assisting with planning and executing IT-related assignments using conventional approaches and techniques; 2) Translating functional and technical requirements into database designs and application prototypes; 3) Validating and testing application software development quality, logic and functionality by following coding standards and participating in coding reviews; 4) Ensuring compliance with software development, information security/information assurance standards, policies and practices; 5) Working with customers/end users to support, develop, test and troubleshoot applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
