Serves as the regional technical expert in Civil Engineering for the Pacific Ocean Division (POD) and principal advisor on matters of planning, engineering, and construction.
Responsibilities- Review and interpret technical data, criteria, and higher headquarters’ policy and regulations and provide overall technical guidance for the Division of Civil Engineering features of work.
- Act as the regional Dam Safety Program Manager and Levee Safety Program Manager for POD, leading in the region with respect to interpreting new or emerging policy, guidance, and procedures.
- Provide programmatic, policy, and quality assurance oversight of District Quality Control programs for engineering and construction products.
- Lead assigned Regional Communities of Practice (CoP’s) and serve as the POD representative on national level CoP’s.
- Appointment may be subject to a suitability or fitness determination via a background investigation.
- Position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- Requires an active Professional Engineer license at the time of appointment.
- Subject to a one‑year probationary period unless previous experience meets 5 CFR Part 315.
- May require wearing Protective Equipment (PPE).
- Basic requirement: Bachelor’s degree in engineering from an ABET‑accredited program, or alternative curriculum and experience meeting defined criteria.
- Professional registration or licensure: current registration as EI/EIT/PE in a U.S. state, D.C., Guam, or Puerto Rico.
- Written test: successful pass of the Fundamentals of Engineering (FE) examination or equivalent.
- Specified academic courses: at least 60 semester hours in specified engineering sciences.
- Related curriculum: bachelor’s in a related field (e.g., physics, chemistry, computer science) with at least one year of professional engineering experience under supervision.
Additional qualification: for GS‑14, one year of specialized experience applying advanced engineering principles, quality assurance procedures, and construction problem analysis.
Eligibility- Male applicants born after December 31, 1959 must complete a Pre‑Employment Certification Statement for Selective Service Registration.
- Must be a U.S. citizen and provide proof of citizenship.
Selected candidates may be subject to the Department of Defense referral system restrictions. Salary includes locality pay or Local Market Supplement. Direct deposit is required. Recruitment and relocation incentives may be authorized. Payment of Permanent Change of Station (PCS) costs is not authorized unless in the Government’s interest.
