The Infection Prevention Program Manager Registered Nurse leads the Infection Prevention & Control Program for VA Portland Health Care System, ensuring regulatory compliance, directing system-wide prevention activities, and providing expert guidance to leadership and clinical teams. The role coordinates surveillance, mitigates infection risks, and supports evidence-based practices to promote safe, high-quality care across all care settings.

Responsibilities
  • Lead the Infection Prevention & Control Program across the system, ensuring regulatory compliance and adherence to VA and industry standards.
  • Coordinate surveillance activities, identify infection risks, and implement preventive strategies in collaboration with leadership and clinical teams.
  • Provide expert guidance on infection prevention practices and promote evidence-based care across all care settings.
RequirementsBasic Requirements:
  • English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: ACEN or CCNE; OR individuals in a master’s level bridge program in nursing who have completed coursework equivalent to a bachelor’s degree in Nursing may become registered as a nurse with a state licensing board prior to completion of the bridge program, with appointment as a temporary employee and later conversion upon graduation; OR in cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement. Credit for foreign nursing education higher than an associate degree requires a formal degree equivalency validation.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a U.S. state, territory, or district; GNT exception may apply for temporary appointment while pursuing licensure.
Preferred Experience
  • Certification in Infection Control (CIC) preferred.
  • Previous managerial experience.
  • Four (4) or more years of experience as an Infection Preventionist.
  • Four (4) or more years of direct nursing care experience.
  • Proficiency in Excel and PowerPoint; infection prevention surveillance software; and medical record review.

Note: Grandfathering provision - All persons currently employed in VHA in 0610 series and performing the duties as described as of the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates. Dimension requirements include Practice, Veteran/Patient Driven Care, Leadership, Professional Development and Evidence-Based Practice/Research.

Grade/Level, Scope, Education examples are provided in the original qualification standards. Foreign education programs/degrees are not creditable as related degrees.

Physical and Environmental Requirements

Physical Requirements: Moderate lifting/carrying, pulling, pushing, reaching above shoulder, use of fingers, walking, standing, kneeling, bending, vision and hearing requirements as specified.

Environmental Factors: Working closely with others; working alone.
