Position Overview

This position is located in the Executive Director's Office of the Colorado Department of Natural Resources. The work unit guides and supervises the activities of the eight divisions within DNR in the development, preservation, and enhancement of Colorado’s natural resources for the benefit and enjoyment of its citizens. The unit ensures all department financial entries are processed timely and appropriately in accordance with Generally Accepted Accounting Principles (GAAP), State Fiscal Rules, and other applicable statutes and regulations. Responsibilities include processing vendor and interagency payments, revenue transactions, grant billing, and maintaining the department’s capital assets database. The unit supports departmental directives and provides technical accounting support to users of CORE and InfoAdvantage.

Responsibilities
  • Analyze and examine fiscal data, reconcile, and adjust expenses, revenues, and receivables related to grant agreements;
  • Ensure financial information for grants is properly recorded, grantors are properly invoiced, and invoices are collected timely;
  • Utilize reports for analysis of fiscal data to prepare reimbursement requests and federal reports in compliance with federal and state laws, rules, and regulations;
  • Conduct research and provide recommendations, improvements, and decisions on course of action regarding process issues across multiple state and federal subsystems;
  • Research, review, analyze, interpret, and certify financial information applying accounting theory, statewide rules, and federal grant regulations;
  • Work with complex funding sources, governmental agencies, and subsystems (ASAP, PMS, etc.), appropriation units, and chart of accounts elements;
  • Act as subject‑matter expert for the NICRA proposal prepared annually by the Grants Accounting Department in EDO for the Department of Interior;
  • Alter procedures and processes for the NICRA, addressing changing fiscal environments, tax laws, and state regulations;
  • Complete the Exhibit K‑1 State financial statement and the semi‑annual Illustration G reconciliation for all DNR grants;
  • Perform other duties as assigned.
Qualifications
  • Experience Only: Eight (8) years of relevant experience in an occupation related to the work assigned to this position.
  • Education and Experience: A combination of related education (27 semester hours in accounting or auditing) and/or relevant experience equal to eight (8) years. Current, valid CPA licensure counts for six (6) years of the requirement.
Preferred Qualifications
  • Current or former State experience relevant to this position;
  • Preference given to those with previous State Service related to this position;
  • Experience with the State CORE Grants Cost Accounting System;
  • Experience in Federal Grant Accounting and NICRA (Negotiated Indirect Cost Rate Agreement);
  • Proficient in Microsoft Excel;
  • Expertise in GAAP, State Fiscal Rules, State Fiscal Procedures Manual, and relevant fiscal statutes;
  • Certified Public Accountant licensure preferred.

Work Arrangement

Hybrid schedule – working from a home office in combination with occasional in‑person work at 1313 Sherman Street, Denver, CO 80203, offsite meetings, or as directed by the supervisor.
