Summary of Duties

The primary purpose of this position is to coordinate the delivery of transition services to students and youths with disabilities by liaising with schools, community partners, and Vocational Rehabilitation Counselors. The role includes providing technical assistance, training, and evaluation for Pre-Employment Transition Services (Pre-ETS) and Transition Services, and handling contract administration through local school districts and community providers.

Major Duties
  • Coordinate and create VR funded Pre-ETS with local VR branches and school districts.
  • Provide job exploration counseling, work‑based learning experiences, inclusive classroom or internship placements.
  • Counsel students on enrollment in comprehensive transition or post‑secondary educational programs.
  • Deliver workplace readiness training to develop social, independent‑living, and self‑advocacy skills.
  • Offer instruction in self‑advocacy, peer mentoring, and other authorized services.
Additional Duties
  • Develop policy and procedural guidance for Pre-ETS, VR Youth Services, inter‑agency collaboration, and train VR staff and partners.
  • Negotiate, develop, and implement Pre-ETS activities aligned with program requirements.
  • Conduct community outreach to educate parents and students about the VR process, Pre‑ETS, Transition Services, and eligibility.
  • Promote public awareness of Pre‑ETS and VR Transition Services.
  • Maintain databases of youth program information, performance data, and track school programs.
  • Produce reports on pre‑employment and transition services in local school districts.
  • Perform procedures and records maintenance for verifying and authorizing Pre‑ETS in assigned region.
  • Audit contractors to ensure fidelity of service delivery.
Working Conditions
  • This hybrid/remote position works Monday–Friday, 8:00 AM–5:00 PM, in home, VR offices, and community settings across Linn, Benton, Lincoln, and Lane counties.
  • Workplaces include moderate‑noise level offices and varied community settings such as classrooms, career centers, and counseling offices.
  • Requires frequent and regular travel to other offices, meetings, trainings, conferences, and occasionally during inclement weather, evening or weekend assignments; valid driver’s license required.
Minimum Qualifications
  • Bachelor’s degree in Business, Public Administration, Behavioral or Social Sciences, or related field.
  • Two years of experience coordinating or administering a program, or five years of combined education and experience demonstrating equivalent knowledge and skills.
Essential Attributes
  • Experience coordinating multi‑stakeholder programs involving schools, community organizations, or service providers.
  • Experience developing or supporting training, presentations, or technical guidance for staff, partners, or community groups.
  • Experience monitoring or evaluating programs, projects, or contracts for quality, compliance, or performance outcomes.
  • Experience collecting, organizing, and analyzing data to support reporting, decision‑making, or continuous improvement.
  • Experience building collaborative relationships and communicating effectively with diverse partners.
  • Knowledge of the Workforce Innovation and Opportunities Act and the Individuals with Disabilities Act in the context of transition services.
