The primary purpose of this position: To serve as a Command Digital Strategy Advisor to NORAD and USNORTHCOM providing advice for cyber strategic engagement support, requirements advocacy, and focused organizational competencies to support the Homeland Defense mission. Leads the planning, organizing, and determination of necessary cyber concepts, policies, regulations, directives, programs, doctrine, and procedures for the establishment, maintenance, services and environments intended to accelerate and scale digital solutions, subsequently apprising the Commander's decision cycle to outpace the threat to our nations.

The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
A Bachelor's degree or higher in Operations Research, Computer Science, Computer Engineering, Information Technology, Mathematics, Statistics, or related technical fields is highly desirable.
1. Knowledge of a wide range of qualitative and/or quantitative methods used to assess and improve Combatant/Major Command level plans and programs of major operations (e.g Cyberspace Integration; Cyberspace Counter-Threat; Cyberspace Warfare; Digital Management; and associated mission exercise(s)), training systems, and PPBE efforts.
2. Knowledge of the DOD's cyberspace/digital policies, missions, objectives, planning formulation process to develop internal guidelines.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of cyberspace and digital requirements.
4. Knowledge of Department of Defense Information Network (DoDIN), cyberspace and digital management concepts.
5. Ability to analyze complex existing digital technologies and provide management sufficient technical and cost analysis information through written documentation and oral briefings, to render informed judgments.
6. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and requires extensive changes in established concepts and procedures.
7. Knowledge of a wide range of industry portfolio, program, and project best practices, principles, concepts, and methods.

This is a KEY position. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Individuals selected for Key positions must be made exempt from military mobilization and/or recall.
This position is cyber coded under the DoD Cyberspace Workforce Framework. The incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continue through full resumption of all functions.
May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned.
